'Feather or dot' is a unique way of asking someone to specify what they mean when they refer to someone or something as Indian. 'Feather' refers to the feathered headdress that a Native American might wear. 'Dot' refers to the dot that Hindi women and some men wear on the center of the forehead, known as a "tilaka," a "bottu," or a "bindi," and is meant to represent a third eye focusing inward toward God. The 'dot' reference is pointing out that most people in India are of the Hindu faith.
